Terminal or debilitating medical condition means a condition severe enough to significantly interfere with the patient’s activities of daily living and ability to function, which can be objectively assessed and evaluated and limited to the following:

  • Cancer,
  • human immunodeficiency virus (HIV),
  • multiple sclerosis,
  • epilepsy
  • or other seizure disorder,
  • or spasticity disorders.
  • Intractable pain, limited for the purpose to mean pain unrelieved by standard medical treatments and medications.
  • Glaucoma, either acute or chronic, limited for the purpose to mean increased intraocular pressure unrelieved by standard treatments and medications.
  • Crohn’s disease with debilitating symptoms unrelieved by standard treatments or medications.
  • Hepatitis C with debilitating nausea or intractable pain unrelieved by standard treatments or medications.
  • Diseases, including anorexia, which result in nausea, vomiting, wasting, appetite loss, cramping, seizures, muscle spasms, or spasticity, when these symptoms are unrelieved by standard treatments or medications.
  • Chronic renal failure requiring hemodialysis.
  • Posttraumatic stress disorder.
  • Traumatic brain injury.

8/25/20 – Washington State regulators sent a newsletter about marijuana business application timeframes and tax reporting tips. 

8/19/20 – Rep. Cathy McMorris Rodgers (R-WA) and a bipartisan group of 10 other lawmakers sent a letter pushing the Drug Enforcement Administration to expeditiously finalize rules for expanding marijuana research and to issue licenses to additional growers of cannabis to be used in studies. They said the delay not only impedes science, but is also costing Americans jobs.  Also, Washington State regulators will hold a listen and learn session about draft conceptual rules on marijuana vaporization products on September 1.

7/13/20 – Washington State regulators proposed rules on marijuana vaping products and certificates of compliance and withdrew rules on cannabis retail title certificates.

6/26/20 – Washington State activists behind a measure to decriminalize drugs and use marijuana tax revenue to fund expanded treatment services are giving up on an effort to put the initiative on the November ballot and will instead push lawmakers to enact it in the 2021 session.  Also, Washington State regulators proposed rules on which persons or entities have to qualify for marijuana licenses.

6/8/20 – Washington State regulators pushed Congress to make marijuana businesses eligible for small business loans.

6/4/20 – Washington State regulators posted an overview of coronavirus-related policies for marijuana businesses.

5/29/20 – Washington State regulators adopted emergency rules on vitamin E acetate and licenses for marijuana processing and retail businesses, and proposed additional rules.

5/27/20 – Washington State regulators will consider several marijuana rules on Wednesday. 

5/20/20 – Takoma, Washington’s deputy mayor is supporting a proposed statewide drug decriminalization ballot measure. 

4/27/20 – Washington State Gov. Jay Inslee (D) issued a proclamation extending late tax penalty waivers for marijuana businesses amid the coronavirus outbreak.

4/23/20 – Washington State gubernatorial candidate Joshua Freed, in announcing a lawsuit challenging Gov. Jay Inslee’s (D) ban on religious gatherings during the coronavirus pandemic, said, “If a Washington citizen can visit a marijuana shop or grocery store to buy goods in a responsible and socially distanced manner, how are they not allowed to practice faith-based activities and have spiritual fellowship using the same precautions?”

4/20/20 – A Washington State campaign is working to put a measure to decriminalize drug possession and expand treatment-using legal cannabis revenue-on the November ballot. It’s led by the same activists who legalized marijuana there in 2012. 

3/26/20 – Washington State Gov. Jay Inslee (D) signed a proclamation letting regulators defer taxes and waive penalties for marijuana businesses amid the coronavirus outbreak.

3/25/20 – Washington State regulators are allowing curbside sales of recreational marijuana in addition to an earlier move covering only medical cannabis amid the coronavirus outbreak. They are also pursuing deferment and waiver of penalties for late payment of taxes, subject to a possible proclamation from Gov. Jay Inslee (D).

3/24/20 – Washington State regulators are allowing minors under 16 to enter marijuana production and processing businesses with adults under limited circumstances due to school closures.

3/24/20 – Washington State Gov. Jay Inslee’s (D) stay-at-home order exempts marijuana businesses as essential, allowing them to stay open amid a broader coronavirus shutdown.
