Our story

Shelby County Community Services (SCCS) began its journey in 1968 when Shelby County voters overwhelmingly passed the adoption of HB-708 by a three-to-one margin. The Mental Health Center opened its doors on February 2, 1970, followed by the establishment of the Rehabilitation Center on September 28, 1970.For decades, SCCS served as a cornerstone of mental health and rehabilitation services for Shelby County residents, earning accreditation from the Commission on Accreditation of Rehabilitation Facilities (CARF) by 1978. The organization built its reputation serving an average caseload of 250 people, providing evaluation, training, professional counseling, and support services for developmentally and emotionally challenged community members.SCCS entered the cannabis industry as one of Illinois' pioneering medical marijuana cultivators, later receiving approval from the Illinois Department of Agriculture in December 2019 to grow cannabis for adult-use. This expansion into cannabis cultivation represents a natural evolution of their mission to serve community health needs while maintaining their commitment to employing people facing workplace disadvantages.

Mission

Shelby County Community Services' mission extends far beyond cannabis cultivation - they exist to provide and promote mental health and rehabilitation programs for Shelby County residents while fostering inclusion for underserved and disadvantaged community members regardless of race, ethnicity, religion, gender, or national origin.Their cannabis operations directly support this broader social mission by generating revenue that funds community mental health services and providing employment opportunities for people facing workplace disadvantages. SCCS operates with the belief that cannabis can serve as a tool for healing and wellness when produced with care and compassion. The organization is committed to maintaining affordable access to quality cannabis products, particularly for medical patients who depend on consistent, reliable medication. Their non-profit structure allows them to prioritize patient needs over profit margins, making them Illinois' unofficial "conscience" of the cannabis industry by keeping community welfare at the forefront of their operations.
